Equality Impact Assessments (EIAs) are public documents.  EIAs accompanying reports going to County Councillors for decisions are published with the committee papers on our website and are available in hard copy at the relevant meeting.  To help people to find completed EIAs we also publish them in the Equality and Diversity section of our website.  This will help people to see for themselves how we have paid due regard in order to meet statutory requirements. 

 

This form records an equality screening process to determine the relevance of equality to a proposal, and a decision whether or not a full EIA would be appropriate or proportionate.

What are you proposing to do?

To seek approval to introduce a subscription charge for garden waste services in the Selby area, in line with the rest of North Yorkshire.

Why are you proposing this? What are the desired outcomes?

To harmonise the garden waste collection service across the county, delivering efficiencies and providing the basis for service consistency, and the ensure that the cost of delivering the services is covered by the charge.

 

Does the proposal involve a significant commitment or removal of resources? Please give details.

Mobilisation will require input from a cross-department working group to include Waste Management, Legal, ICT, Procurement and Communications.

Reason for decision

The charges will be levied on a range of customers who may choose to pay for the services in question. Some of those customers will fall within the group of protected characteristics within the equality act. However, there is no evidence that the charges will disproportionately impact on customers within any of the protected characteristic groups.

Of the local North Yorkshire characteristics, those on lower incomes may be impacted although the initial £29 charge for 2023/24 followed by the full rate in 2024/25 will ease transition to a paid-for service. In addition, there are other free options for the disposal of garden waste such as HWRCs and home composting.
